SLED: Man cashed victim’s winning lottery tickets without permission

CHARLESTON COUNTY, S.C. (WCBD) – A Charleston County man has been charged in connection with lottery fraud.

Franklin Alfonso Grant, Jr., 28, was arrested and charged with intent to defraud, counterfeit game tickets on August 22, following an investigation that was requested by the South Carolina Education Lottery.

According to arrest affidavits, Grant Jr. passed two lottery tickets at Dorchester Mini Mart on Dorchester Road. The documents say he used images of the tickets on his phone, which were shared with him by the victim, who originally purchased the tickets…
