BERKELEY COUNTY, S.C. (WCBD) – A man who led Berkeley County deputies on a high-speed pursuit while his 4-year-old child and the child’s mother were in the car has been arrested, according to the Berkeley County Sheriff’s Office.
Jamal Carl Hipp, 36, of Charleston, is charged with failure to stop for blue lights, reckless driving, open container, child endangerment, and two counts of kidnapping.
