Town of Mount Pleasant addresses zoning concerns for Patriots Annex project

MOUNT PLEASANT, S.C. (WCSC) — A zoning appeal based on the minimum standards of the Waterfront Gateway District is questioning the zoning compliance of the Patriots Annex project in Mount Pleasant.

This follows what was approved in the Commercial Design Review Board meeting on Dec. 3, 2025.

  • Seafair Retail Village, 40 Patriots Point Rd., TMS # 517-00-00-001 — final review of site, landscape and architecture: approved
  • Grand Patriot, 40 Patriots Point Rd., TMS # 517-00-00-001 — final review of site, landscape and architecture: deferred
  • Grand Lawn, 40 Patriots Point Rd., TMS # 517-00-00-001 — final review of site, landscape and architecture: also deferred

This appeal challenges the interpretation and application of sections of the Town of Mount Pleasant zoning code for the Waterfront Gateway–Cooper River (WG-C) district standards, including:

  • §156.320(A)(8)(i)(1)(a) — required 40-foot-wide open area and 10-foot public walkway along the waterfront
  • §156.320(A)(8)(i)(1)(b) — required 30-foot pedestrian waterfront connections with 8-foot paths
  • §156.320(A)(8)(i)(6) — required recorded public access easement to be shown on final plans; §156.320(A)(8)(h) — required minimum 10% open space, with emphasis on natural and public benefit areas
  • §156.320(A)(1)–(2) — zoning intent and public access goals

Concerns about a portion of the Patriots Annex project were not approved for an appeal because the appeal was untimely, and the board found that the zoning met the requirements.
