Charleston County Juvenile Detention Center to see reforms after lawsuit settlement

CHARLESTON COUNTY, S.C. (WCBD) – A years-long civil lawsuit over conditions at the Charleston County Juvenile Detention Center has resulted in a settlement that outlines reforms for the facility.

Disability Rights SC, previously known as the Protection and Advocacy for People with Disabilities, represented pro bono by Nelson Mullins Riley & Scarborough, has settled a lawsuit targeting what was described as unlawful and unsafe conditions at CCJDC.

Charleston Federal Court Judge David C. Norton signed the consent decree resolving the civil rights claims on Dec. 10, 2025. CCJDC, the Charleston County School District, and the Charleston County Sheriff’s Office have agreed, without admitting liability, to carry out a comprehensive set of reforms aimed at ensuring the safe, lawful, trauma-sensitive, and disability-compliant treatment of detained youths…
