Lowcountry woman speaks out after brother’s death following caregiver arrest

NORTH CHARLESTON, S.C. (WCIV) — A Lowcountry woman is sharing her family’s heartbreak after her brother’s death, speaking out in hopes of preventing similar tragedies as new details emerge in a disturbing caregiver neglect case.

Authorities say a caregiver arrested this week is facing serious charges tied to the deaths of two vulnerable adults and injuries to a third, allegedly the result of prolonged abuse and neglect inside a North Charleston residential care facility.

Arrest and Investigation Details

According to the South Carolina Attorney General’s Office, Wilhelmina Rellora was arrested on Tuesday following an investigation into conditions at Park Circle Home, a community residential care facility on Bexley Street. Newly released arrest warrants reveal the alleged misconduct spanned from June 2024 through March 2025. Investigators say Rellora owned and operated the facility alongside other caregivers.

She now faces multiple charges, including:

  • One count of abuse and neglect resulting in death occurring from June 2024 to April 2025
  • One court of abuse and neglect resulting in death occurred from November 2024 to December 2024
  • One count of abuse and neglect resulting in great bodily harm occurring from February 2026 to March 2026

Officials confirmed one of those charges is connected to the death of Thaddeous Moose. Two additional caregivers, Reginald and Cynthia Kelly, have also been charged in connection with his death. If convicted, Rellora could face up to 30 years in prison for each death-related charge, along with an additional 15 years for the bodily harm charge.

Sister Speaks Out

Robyn Empey says her brother, Rodney Creel, was a resident at Park Circle Home in 2024 before he passed away. Now, she’s coming forward, hoping her loss will lead to accountability and reform.

“It won’t bring back my brother,” Empey said, “but hopefully his death can help make some changes in South Carolina.”

She believes those responsible, both the facility’s owner and caregivers, must be held accountable…
