The two individuals involved, Michelle Hemphill and Timothy Lee Smith Jr., have been arrested and are in police custody. According to the CMPD, the child was reportedly taken by 19-year-old Michelle Hemphill, a relative, and her 23-year-old boyfriend, Timothy Lee Smith Jr. Hemphill is currently homeless.
