Man charged with killing woman on Charlotte light rail to make first federal court appearance

CHARLOTTE, N.C. (WBTV) – The man accused of fatally stabbing a Ukrainian refugee on a Charlotte light rail back in August is due in federal court on Thursday.

Decarlos Brown Jr., who was indicted by a grand jury in October for violence against a railroad carrier and mass transportation system resulting in death, will make his first appearance in federal court on Thursday, Dec. 11.
