CHATTANOOGA, Tenn. – A man is in custody after police say he tried to steal a car with a woman inside of it. An affidavit we obtained says a car that Seth Livingston rode passenger in was stopped in the 5700 block of Highway 153 just before 9 p.m. on Friday.
