CHATTANOOGA, Tenn. — A man and his girlfriend are facing child neglect charges after Chattanooga Police say a wellness check led them to find two young children living in squalid conditions at their home in Chattanooga late Friday night.
An affidavit we obtained says police were called for a wellness check at the home of Leon Woods and Carol Phillips on East 46th Street, after Wood’s daughter was made aware of an argument between the two.
