CHATTANOOGA, Tenn — A Chattanooga woman accused of keeping two children in filthy conditions appeared in court Friday.
Carol Phillips went before a judge as police continue investigating the home she shared with her boyfriend, Leon Woods. Authorities say the couple kept the children in poor conditions.
