CHESAPEAKE, Va. (WAVY) — More of Blair Hess’ neighbors are speaking out about what they call a junkyard in the yard of his Tyre Neck Road home following a recent 10 On Your Side report.
Hess’ neighbors are frustrated that his yard is full of debris, and they feel like there is nothing they can do.
