PORTSMOUTH, Va. (WAVY) — There was a heavy police presence Tuesday evening on Bickford Parkway in Portsmouth.

Portsmouth dispatch confirmed a call came in at approximately 7:45 p.m. in reference to the incident and that police were on scene.
