Norfolk’s zoning rulebook just got a significant rewrite—and it affects homeowners, landlords, and developers across the entire city.
The City Council voted unanimously at its August 25 formal session to adopt two zoning ordinances that update development standards citywide, covering renovations, additions, screening, refuse container placement, manufactured homes, residential parking minimums, and temporary structures for small-cell wireless facilities.
