Virginia emergency order targets massive shortfall of 500,000 tons of hay

Virginia Gov. Abigail Spanberger declared a state of emergency Wednesday to move hay across localities faster as drought leaves livestock producers roughly 500,000 tons short heading into winter feeding season.

The declaration eases delivery by allowing certain trucks to carry wider loads, a measure the state says will speed shipments and cut transportation costs for producers restocking before cold weather sets in. The order also unlocks emergency funding and activates price gouging protections, and it authorizes state agencies to take additional steps if needed.
