Virginia Beach land dispute on how non-conforming lot handled, stop work order possible on property

VIRGINIA BEACH, Va. (WAVY) — There’s a unique type of situation that has residents in a local neighborhood pushing back against city decision makers, all over a plot of land on York Lane in the Bay Colony neighborhood of Virginia Beach.

Residents say they aren’t happy with the city’s decision to allow a home to be built on what’s described as a non-conforming lot, and they want to hold someone accountable. They had that chance at a community meeting Wednesday, and the city’s planning director said there could be a stop work order placed on the property and its owner, Josh Kinas.

Questions have been raised about how Kinas, was able to get a building permit on a small, non-conforming lot compared to surrounding properties and homes without any consideration by city council or any votes from any other agency…
