Former Portsmouth councilman De’Andre Barnes avoids jail time in domestic assault case

PORTSMOUTH, Va. — Former Portsmouth City Councilman De’Andre Barnes was sentenced Wednesday after being convicted of misdemeanor assault and battery of a family member.

A Portsmouth Circuit Court judge suspended Barnes’ 12-month jail sentence and instead ordered him to serve one year of supervised probation. The terms of his sentencing also require him to pay a $2,500 fine, complete anger management classes, and have no contact with the victim.

The charges stem from a 2024 domestic dispute at Barnes’ home. Authorities say Barnes called police, believing there had been a break-in. When officers arrived, they discovered the situation involved a domestic dispute.
