Undocumented Immigrant Dies in Norfolk After Fleeing ICE During Local Enforcement Operation

On October 23, 2025, Jose Castro-Rivera, a 25-year-old undocumented immigrant from Honduras, died in Norfolk, Virginia. The incident happened during a targeted immigration enforcement operation by U.S. Immigration and Customs Enforcement (ICE). ICE officers stopped a vehicle and identified its occupants as being in the country illegally. As officers began detaining the individuals, Castro-Rivera resisted arrest and ran onto a freeway. He was struck by a passing vehicle and died at the scene. Paramedics from the Norfolk Fire Department pronounced him dead at about 11:15 a.m. An ICE officer attempted lifesaving measures but was not successful.

After the incident, Virginia State Police notified Castro-Rivera’s brother. ICE also informed the Department of Homeland Security’s Office of Inspector General, ICE’s Office of Professional Responsibility, and the Honduran consulate, following agency procedures. ICE stated that notifications are made to Congress, nongovernmental organizations, and the media, and that a news release is posted on the ICE website within two business days of such incidents…
