On October 23, 2025, Jose Castro-Rivera, a 25-year-old undocumented immigrant from Honduras, died in Norfolk, Virginia. The incident happened during a targeted immigration enforcement operation by U.S. Immigration and Customs Enforcement (ICE). ICE officers stopped a vehicle and identified its occupants as being in the country illegally. As officers began detaining the individuals, Castro-Rivera resisted arrest and ran onto a freeway. He was struck by a passing vehicle and died at the scene. Paramedics from the Norfolk Fire Department pronounced him dead at about 11:15 a.m. An ICE officer attempted lifesaving measures but was not successful.
After the incident, Virginia State Police notified Castro-Rivera’s brother. ICE also informed the Department of Homeland Security’s Office of Inspector General, ICE’s Office of Professional Responsibility, and the Honduran consulate, following agency procedures.
