NORFOLK, Va. (WAVY) – Norfolk Fire and Rescue responded to a technical rescue on Diven Arch around 3:54 p.m. Saturday afternoon, officials say.
Units arrived to a multistory building, where they found three people stuck in different elevators on various floors due to a power outage.
