PORTSMOUTH, Va. — Portsmouth City Council on Tuesday unanimously approved a conditional use permit that paves the way for nearly 500 new housing units near the Rivers Casino.
Also this week, a Chesapeake development started construction of a development that will bring 215 apartments as well as commercial space to North Battlefield Boulevard in Chesapeake.
