NEWPORT NEWS, Va. (WAVY) — Robert Packer, the owner of two dogs involved in a brutal attack on four neighbors last fall, had all misdemeanor charges related to the case dismissed in Newport News General District Court Friday.
Packer had faced five misdemeanor counts, including dog at large resulting in injury, stemming from the September 2025 attack on Barbour Drive.

The incident left four people seriously injured, with some wounds described in the criminal complaint as “nearly a foot long down to the muscle with nerves and fat exposed.” Some of the victims required surgery. One had a CT scan.
