PORTSMOUTH, Va. (WAVY) – A sewage overflow occurred in Portsmouth Thursday morning, according to information published by the Virginia Department of Environmental Quality, or DEQ.
According to DEQ officials, the Hampton Roads Sanitation District (HRSD) was notified by the City of Portsmouth Public Utilities at approximately 9:30 March 19, 2026 about a potential force main failure on Clifford Street approximately 700 feet East of the intersection with Elmhurst Lane.
