A driver is facing charges after driving the wrong way on the Chesapeake Expressway at high speeds on Sunday morning, according to Chesapeake Police.
41-year-old Tony Orlando Ramsey was arrested and charged with damage to attended property less than $1000, refusal of breath test 2nd+ offense, and second conviction within less than 5 years, Chesapeake police said.
