Initial ruling made in railroad conflict that pits Norfolk and Portsmouth against each other

PORTSMOUTH, Va. (WAVY) — The U.S. Surface Transportation Board has made the first of several decisions in a longstanding feud between two railroads, over a railroad.

Monday, the board officially gave Norfolk Southern control over the Norfolk & Portsmouth Beltline Railroad, or NPBL, which for more than a century has served industrial customers along the Elizabeth River.

Rival CSX opposed the move, arguing Norfolk Southern had already used its influence over NPBL to keep them from accessing Norfolk International Terminals by rail. Instead, they asked the board to order Norfolk Southern and NPBL to grant them “trackage rights” to NIT…
