Repeat DUI offender receives jail time in Norfolk

NORFOLK, Va. (WAVY) – Kenneth Lee Trotter Jr., 30, was sentenced on April 28 to six months in jail in Norfolk for felony third-offense driving under the influence. The sentencing followed his arrest on Oct. 19, 2025, on Interstate 264 after a state police trooper observed him driving erratically and later determined he had a blood-alcohol concentration of 0.13, which is above the legal limit in Virginia.

Trotter faced the felony charge due to two prior misdemeanor DUI convictions in 2023 in Chesapeake and 2024 in Newport News. His driver’s license was suspended at the time of his 2025 arrest.

A Virginia State Police trooper observed Trotter crossing lanes and randomly accelerating and decelerating on I-264 around 6:30 a.m. on Oct. 19, 2025. Following a traffic stop, the trooper smelled alcohol and observed Trotter slurring his words with glassy and watery eyes…
