NORFOLK, Va. — A Virginia Beach 19-year-old has been arrested and charged in connection with a street takeover in Ghent on Sunday evening.
Isaiah A. Duncan-Simmons, 19, faces charges for disorderly conduct and carelessly damaging property by fire.
