CHICAGO — Animal Care & Control was under emergency operations during Tuesday’s dangerously cold weather, declining owner-surrendered animals and focusing only on picking up strays.
Spokesman Armanda Tejeda said the shelter had a dozen crew members out responding to urgent calls.
