CHICAGO — A 63-year-old man was found dead in a Norwood Park basement late Sunday night on the city’s Northwest Side, his arms apparently tied with duct tape and his legs tied with an extension cord, according to police scanner audio.

The man has been identified by the Cook County Medical Examiner’s Office as George Levin, and police are classifying his death as a homicide.
According to Chicago police, officers responded to a call of a person down just before 11 p.m. Sunday in the 7600 block of West Talcott Avenue. Upon arrival, a witness told police they found the man in a basement bedroom.
