South Loop man arrested on drug charges 2 weeks after being held responsible for fatal overdose

A South Loop man faces multiple narcotics charges, including manufacture-delivery of heroin, after Chicago police allegedly found various packaged narcotics in his vehicle barely two weeks after a jury held him liable for a woman’s drug-related death.

Around 9 p.m. on June 24, officers patrolling in Portage Park saw a 2019 Hyundai Elantra parked in the 4800 block of West Irving Park Road with its lights on and engine running, a Chicago police report said. They found 29-year-old Charles Rix slumped in the driver’s seat, drooling, with his head down, the report stated.

As they “performed a community caretaking function on the driver,” the officers discovered the vehicle was still in drive, but Rix’s foot was on the brake, according to the report. An officer woke Rix and the car started to move forward, but the police shifted the vehicle into park…
