‘Habitual juvenile offender’ on ankle monitor carjacked disabled woman at gunpoint, officials say

A teenager labeled a “habitual juvenile offender” by officials was on electronic monitoring when he carjacked a 62-year-old physically handicapped woman at gunpoint in front of her Chicago home last month, according to prosecutors.

Kennedy Leach, 18, has been charged with aggravated vehicular hijacking of a handicapped person in connection with the June 17 incident in the 3500 block of West Congress Parkway. The attack happened around 10:18 a.m., when Leach and an accomplice approached the woman outside her residence and pulled a gun from Leach’s waistband, according to a detention petition filed by prosecutors.
