A convicted felon who attacked and robbed a pregnant woman inside a CTA station in the Loop was on electronic monitoring at the time of the crime, despite warnings to a Cook County judge that the man was violating his stay-at-home orders, according to court records.

The case involving 22-year-old Devon Jones is the latest in a rapidly growing number of incidents that point to persistent failures in the day-to-day operation of electronic monitoring programs operated by the Office of the Chief Judge.

Prosecutors say CTA surveillance video shows Jones spending hours riding trains, sleeping on platforms, and moving freely through the transit system on October 4, even though his pretrial release agreement required him to remain at home around the clock that day.
