Trainer Pleads ‘Welfare’ Case Before FTC; HISA Alleges He Subjected Racehorse To ‘Very Painful Death’ At Belterra

Trainer Zvi Kriple has elevated a case of alleged “deprivation of care” to the Federal Trade Commission (FTC), seeking a review of the two-year suspension imposed upon him by the Horseracing Integrity and Safety Authority (HISA).

According to documents on the HISA rulings portal, Kriple failed to provide appropriate veterinary care to the covered horse Royal Honey while stabled at Belterra Park in Cincinnati, Ohio. The mare allegedly began to show symptoms of colic on Aug. 23, 2025; she ultimately “fell out” of her stall and died at 3:30 a.m. on Aug. 25. A necropsy revealed the cause of death to be a colon volvulus, i.e., a rupture of her digestive tract.

HISA’s ruling is based on Rule 2215, which deals with “Welfare and Deprivation of Care.”…
