A Clarksville woman was charged with cruelty to animals in the Christian County Justice Center parking lot located off West 9th Street in Hopkinsville Wednesday morning. Hopkinsville Police say they got out with 31-year-old Sondrea Tartt who was using a belt to hit a dog in her vehicle that was eating its feces.
