City Council rejects rezoning for retail center/daycare near Rossview school campus

CLARKSVILLE, TN (CLARKSVILLE NOW) – The City Council this week narrowly rejected a rezoning that would have made way for a retail center on Rossview Road with a daycare in the back. Several members of the council cited C-2 zoning concerns before voting the proposal down.

The 4.41-acre site near the entrance of the Rossview schools campus was considered for shifting from R-1 single family residential to C-2 general commercial. Agent Stanley Ross represented the applicant, Tonya Bosley, at the meeting, where he told the council the buyer is a client of his law firm.

“I think daycare’s probably a need that needs to be addressed in that area; there’s a lot of area on Rossview Road that seems to be kind of underserved,” Ross said. “So, when we were brought this opportunity by our client, Mr. Rocconi (his law partner and the original agent on the case) met with the Planning Commission staff and gave them a rundown of the project, C-2 was determined to be the appropriate zone to get this project moving.”

C-2 zoning: ‘Elephant in the room’

Ross said this rezone would fall in line with the Land Use Plan and Future Land Use Opinion Map. He said a traffic study was completed, and it showed minimal impact. Ross said that he did want to address the “elephant in the room” which was the requested C-2 zoning, since it would allow for apartments.

“This particular piece of property, I’d like to say I don’t think it really fits apartments,” Ross said. “One-third of this property is wetlands. That wetland, the associated buffers, kind of prevent the use of an extensive portion of the property, which would make apartments not as profitable, not as feasible on this particular tract.”…
