CLARKSVILLE, Tenn. (WKRN) — A Cedar Hill man has been arrested following reports that a woman was photographed without her consent in a Clarksville Target dressing room.
According to the Clarksville Police Department, on Dec. 24, 2025, a man was seen lingering around the women’s clothing section of Target for approximately 30 minutes before following a woman to the dressing room and taking photos of her with his phone under the stall door. When the woman noticed the phone and confronted him, the man reportedly fled the store in a white pickup truck. Investigators used the footage to identify the man’s truck and photos of him leaving the store were released to the public.

On Jan. 4, the truck was seen near Target on Wilma Rudolph Boulevard. CPD said officers stopped the vehicle and spoke with Francisco Manuel Flores, 28, who matched the suspect’s description and admitted to being the person in the Target surveillance photos.
Clarksville Police issued a warrant for Flores’ arrest for one count of misdemeanor unlawful photography. Officials announced Wednesday that Flores was arrested on Jan. 6 and booked into the Montgomery County Jail…
