RICHMOND HEIGHTS, Ohio — When the city’s largest apartment complex, 444 Park Apartments, was placed into recreivership in March and receiver Guggenheim Realty hired Shapiro Management to manage the apartments, it appeared as if the property might be headed in the right direction in terms of its upkeep and repair.
A group of protesters at Tuesday’s (Sept. 22) City Council meeting, however, say that is not the case.
