CLEVELAND, Ohio — Annette Segall was a petite woman; at the end of her life, she measured only four feet nine inches tall. But despite her small stature, she was a force – a determined individual with strong principles that led her to great accomplishments: She obtained a doctorate, taught at the university level, developed a training program for the unemployed, wrote a book, and devoted herself to political causes.
