CLEVELAND — The City of Cleveland is making it easier to improve neighborhoods by tapping into an unexpected resource: vacant lots. And they’re enlisting help from the people who know these neighborhoods best, the residents.
Walking down East 85th Street in the St. Clair Superior neighborhood, it doesn’t take long to find several vacant lots, all waiting for a purpose.
