Former friends say Cleveland city planner Kim Scott falsified records to steal money

CLEVELAND — A longtime Cleveland city planner was arraigned after being charged with felony theft on Oct.1.

Kim Scott is accused of stealing 117 hours of Family and Medical Leave Act time from the City of Cleveland. Former friends say she exploited a family she was close to for years, misusing money and attempting to falsify documents that could have allowed her access to pension and earnings that weren’t hers.
