Cuyahoga County getting $846K refund on failed jail management system

CLEVELAND, Ohio — More than two years after a county watchdog flagged the issue, Cuyahoga County is finally recouping some of the money it lost on a jail management system that was never implemented.

Securus Technologies is set to return $846,222.16 to the county for services it charged for but never delivered related to the jail management system known as XJail, Chris Costin with the sheriff department’s fiscal team recently explained to County Council.

Securus provides inmate phone and video services at the county jail, but in 2016 also offered to implement XJail, a public-facing jail management system that was supposed to display booking information, charges, bond amounts and mugshots. The company never followed through, though, and the project was abandoned five years later…
