CLEVELAND — Every night, thousands of people experiencing homelessness across the U.S. turn to homeless shelters for help. In Cleveland, the Norma Herr Women’s Center serves as a refuge for women in need; it’s the city’s only low-barrier emergency shelter for adult women.
In December, Spectrum News spoke to YWCA leadership about the shelter and its future. The shelter, which houses an average of 170 women per night, is expanding in an effort to move away from congregate housing.
