2 men plead guilty to defrauding SC agency out of more than $8.1 million through government contract

COLUMBIA, S.C. (WIS) – Two men pled guilty to defrauding South Carolina out of millions of dollars over the course of several years through a government contract. According to a federal indictment from July 10, Richard Kirchner, 71, and Brian Devanney, 66, worked as managers at a company known as Conduent State Healthcare LLC and devised a scheme to defraud the South Carolina Department of Health and Human Services through a contract.
