Residents question future as Otarre Pointe shifts to income-restricted housing

CAYCE, S.C. — Residents at Otarre Pointe Apartments say what was once marketed as luxury living is now raising concerns about what comes next.

Denise Calafrancesco, who lives at the complex, says residents were first notified of a change in ownership and management in December 2025. “We found out in February of 2026 that the apartment complex was going to be changing to a low income tax credit type apartment,” she said.

She says the shift could move the property from market-rate units to mostly income-restricted housing, something many residents say they did not expect when they signed their leases…
