Last summer, a judge ruled that the City of Columbia was to blame for Constan Car Wash closing after the City removed a retaining wall that caused Constan to flood, and, in turn, forcing the Gervais Street business to shut down.
In order to settle the lawsuit, the city had to pay $5 million to owner Stanley “Chip” Smith.
