Grove City police officers suspended after kidnapping suspect escaped custody

Two Grove City police officers were suspended Monday for five days for not following protocol while they escorted a kidnapping suspect, leading to his escape from custody, Grove City police said.

Officers Brian Strawser and Carrie Rose were escorting Quinntel Bagley, 38, after he had been treated at a Lancaster hospital for injuries he had sustained, according to police.

As Strawser and Rose escorted Bagley, he was able to escape even though he was handcuffed. Bagley has still not been apprehended and was last seen Friday morning in Columbus’ Hilltop neighborhood after kidnapping a woman whom he had also kidnapped on June 13 , according to police.

Grove City police Lt. Jason Stern said the department immediately initiated an internal affairs investigation and came to the conclusion that the two officers “did not correctly apply trained escort techniques during the escort of prisoner Bagley.”

Neither of the officers has a history of similar disciplinary issues or failed escort incidents, according to police. Since Bagley’s escape was described as “significant,” the department recommended that discipline start at a suspension level.
