Judge won’t toss civil suit against Columbus officer who shot, killed Donovan Lewis

A Franklin County judge Thursday declined to dismiss a civil suit against a Columbus police officer who shot and killed 20-year-old Donovan Lewis in his bed in August 2022.

Lewis died Aug. 30, 2022, after K-9 officer Ricky Anderson shot him while officers were executing a warrant for Lewis’ arrest. On Thursday, Franklin County Judge Karen Phipps denied a request from Anderson’s attorneys and the city of Columbus for summary judgment in their favor.

The lawsuit, filed on behalf of Lewis’ estate, accuses Anderson of wrongful death , battery, a breach of duty, intentional infliction of emotional distress and accuses the officers of failing to abide by Andre’s Law, which requires police officers to give first aid until paramedics arrive.

The lawsuit also says that Columbus police deployed “aggressive, street-style policing tactics in areas with high concentrations of Black residents,” including the neighborhood in which Lewis lived.
