New E-Bike and Personal Mobility Device Rules Take Effect in Yorba Linda Starting November 6

The City of Yorba Linda will implement new rules for e-bikes and other personal mobility devices starting November 6, 2025. The ordinance sets local regulations for e-bikes, scooters, and similar devices. The City worked with the Orange County Sheriff’s Department and other agencies to develop these rules.

The ordinance includes safety requirements. Riders must travel with traffic, use lights and reflectors, yield to pedestrians and equestrians, and follow speed limits—25 mph on streets and 10 mph on trails and sidewalks. Riders should check their equipment, use hand signals, avoid distractions, and wear a helmet. Violations may result in fines, towing, impoundment, or misdemeanor charges.

Yorba Linda is also working with the Placentia-Yorba Linda Unified School District on a Community E-Bike Education and Outreach Plan. The program will provide information about safe riding and the new rules for city streets and trails…
