A Silver Alert is in effect Wednesday in Los Angeles and Orange counties for a 78-year-old man last seen in Palms.
Luis Racca was last seen at approximately 10:30 a.m. Tuesday near Charnock Road and Veteran Avenue, according to the California Highway Patrol, which issued the alert on behalf of the Los Angeles Police Department.
Racca is 5 feet, 10 inches tall, weighs 165 pounds, has gray hair and green eyes. He was last seen wearing a dark blue flannel shirt, dark blue jeans and dark shoes. Authorities believe Racca is traveling on foot…
