Federal, state changes tighten CDL rules for some drivers amid safety concerns

CORPUS CHRISTI, Texas — Federal and state officials are rolling out new restrictions for commercial driver’s licenses (CDL’s), with major changes for the trucking industry and training programs across Texas.

Gov. Greg Abbott has directed the Texas Department of Public Safety (DPS) to begin conducting English-language proficiency reviews for commercial drivers statewide. The move follows new federal actions announced by U.S. Transportation Secretary Sean Duffy, aimed at tightening eligibility for non-domiciled and certain non-citizen CDL holders.

DPS also announced suspended the issuance of non-domicile CDLs and all licenses for non-citizens who are DACA recipients, refugees or asylees…
