Shovels are officially in the ground in Cumming, where Toro Development Company has kicked off construction on Overlook, a 301-unit apartment community set inside the Cumming City Center. The project marks the mixed-use hub’s first multifamily component and is expected to bring hundreds of new residents within walking distance of shops, greenspace and the Lou Sobh Amphitheater. First units are expected to come online in 2027, with planned perks including a resort-style pool, sky lounge, fitness center, micro-offices and a dog park.
John Kelley, TDC’s managing partner and chief development officer, said Overlook will “add vibrancy and ‘feet and street’ to this dynamic community,” as reported by CityBiz. Financing for the project includes a construction loan from Pinnacle Financial Partners with equity provided by EBSCO Real Estate, Bisnow reported. TDC officials say the land closing is complete and that construction crews are now mobilizing to begin work on site.
Where Overlook Will Sit
The apartments will rise inside Cumming City Center, which the City of Cumming describes as approximately 75 acres between Canton Highway and Sawnee Drive and home to the Lou Sobh Amphitheater, greenspace, a putting course and dozens of storefronts, according to City of Cumming. City leaders have pitched the center as a walkable “main-street Americana” destination and say bringing residents into the district will help support local businesses and events already programmed there.

Per Toro Development Company, Overlook will feature a resort-style pool, fitness center, social courtyards, a sky lounge, micro-offices and a dog park, with first move-ins targeted for fall 2027. The project’s renderings were produced in collaboration with Dwell Design Studio, which has been credited in local coverage for shaping the development’s look and massing.
How This Fits the Region
Overlook is the latest move in Toro’s northern-suburbs push. The company is also developing Medley, a 43-acre mixed-use community in nearby Johns Creek that is scheduled to open with retail, office, a boutique hotel and additional residences, as reported by CityBiz. Developer materials and local reporting suggest strong population and demand growth in the area.
