Plano Takes First Steps Toward Dallas Stars Arena and Venue Tax Vote at Willow Bend

Plano is in the early stages of what could become a major transformation at The Shops at Willow Bend—but nothing is settled yet, and residents will have a say before any taxes are imposed.

At its June 8 meeting, the Plano City Council took several exploratory steps: approving a non-binding Letter of Intent with the Dallas Stars, signing an incentive agreement with developers Levin Holdings and Cawley Partners, and establishing a Tax Increment Reinvestment Zone (TIRZ) around the Willow Bend area along the Dallas North Tollway—all detailed in the city’s press release.
